The ESL program in Virginia Beach City Public Schools will leave no limited-English-proficient (LEP) children behind by ensuring that these children, including immigrant and youth, attain English proficiency, develop high levels of academic attainment in English, and meet the same challenging state academic content and student academic achievement standards as all children are expected to meet. The framework through which students are taught English as a second language must incorporate developmentally appropriate opportunities for social interaction and classroom interaction. The LEP student will learn Basic Interpersonal Communication Skills (BICS). This will allow the student to develop the ability to be self-confident in expression, to cope successfully with daily situations, and to behave in a socially acceptable manner. The LEP student will develop Cognitive Academic Language Proficiency (CALP). This will allow the student to become meaningfully involved in mainstream curricula and to develop an ability to acquire, integrate, and utilize knowledge in order to be a positive and productive member of world communities. The ESL teacher will advocate for English language learners as well as serve as a resource for school staff and administration.
